BUDAPEST, Hungary (AP)— Hungarian Prime Minister Viktor Orbán arrived in Kyiv on Tuesday for talks with Ukrainian President Volodymyr Zelenskyy, his first visit to the neighbouring country since Russia’s full-fledged invasion in February 2022, as Budapest has repeatedly broken ranks with the rest of the European Union and leaned towards Moscow.

Orbán’s visit was an unusual gesture in a relationship that has long been fraught with hostility. Orbán, seen as Russian President Vladimir Putin’s closest EU partner, has repeatedly rejected, delayed, or watered down EU efforts to provide help to Ukraine and censure Moscow for its conflict, infuriating Zelenskyy and other EU leaders.
